Programme Management
Government Policies are achieved, in the main, through Programmes. These programmes can be involved and complex
and often cross departmental boundaries. Structured programme management provides a framework for control and implementation
to achieve a “desired real world impact”. Gantt has considerable expertise in both directing and managing large
scale programmes designed to deliver strategic change. Our programme directors and managers are trained and qualified in government
MSP methodology. Their skill set enables them to develop the programme in parallel with the operational solution whilst at
the same time ensuring perceived benefits are forthcoming.
Gantt methodology focuses on the vision and the interdependencies between the policy and the solution to
determine the objectives. These objectives frequently result in a series of projects requiring many different skills to effect
a business change. Gantt has these business skills and has encapsulated its methods into its publication “programme management guidelines”, a pocket reference to running programmes.
Project Management
Structured project management is a mainstay of Gantt Consulting.
All our staff are trained to PRINCE2 standards and have worked on a range of projects in a number of government departments.
We use a fair but robust style of management designed to bring out the best in people and produce results
on time with the minimum risk.
All our project managers use a tick list of specific activities to plan and organise the project and to produce
a focused output within defined start and finish parameters. Gantt use a specific change control mechanism to deliver a specified
outcome.
However, we never forget that, in all but a few cases, projects are part of a programme designed to create
business change. All our consultants are therefore, aware that whilst individual projects run sequentially, they are also
affected and need to consider other projects within the same programme. Our risk management and reporting techniques ensure
early notice of interdependent issues and guarantee timely resolution.
Change Management
Change involves moving from the current status quo to a different
condition. Whether this is strategic or operational, Gantt uses Process Re-engineering techniques to evaluate the
start point, identify the constraints and
develop the optimum change solution. This process is highly
geared to cause minimum disruption to the current situation and works closely with stakeholders to effect a successful conclusion.
The Management of Change involves more than simply defining the goal and the route to get there. Successful
implementation requires winning the hearts and minds of the people affected. Gantt’s people are fully aware of this
need and expert in designing programmes to achieve this and deliver not just changes but successful changes.
Project and Programme Review
All central government procurements and IT projects are subject to mandatory review as directed by the Cabinet
Office Gateway initiatives. Gantt have carried out many reviews in accordance with
this OGC key strategy for helping departments deliver best value for money.
Whilst Gateway is
a strategy for keeping projects on target during their delivery, Gantt also provides a Lessons Learnt service specifically aimed at projects
which have not delivered to their maximum capability. When projects do not deliver, it is rarely the fault of one individual
and this service is designed to counter the blame culture and highlight issues based on a wider front.
ITT Preparation
As part of The Gantt procurement management service, we offer a logical, scientific project shortlisting service leading on to
Invitation to Tender production and
issue under full government procurement rules. Gantt also offer response evaluation, in conjunction with the client, and a full financial and commercial negotiation service. Using
our “win-win” philosophy, this frequently produces happy clients and happy suppliers but more importantly, the
correct solution.
Business Analysis
Just as Policies determine strategy, so strategy must be worked to
produce the day to day logistical requirements which will result in a deliverable. This is Business Analysis and Gantt excel in this discipline.
We work with departmental and inter-departmental strategies to determine Feasibility and Business case.
We evaluate business needs to generate a scope and justification
for the Programme or Project and so develop a specification or Project Initiation Document.
Gantt completes the Business Analysis service by producing
high level plans incorporating
risk assessed monitoring points which help to indicate programme or project progress.
Training and knowledge transfer
